create new "sites" tab to demonstrate handling of multiple sites

  • for now it will allow users to edit the current site only
  • create nav according to screenshot [sites.png]
  • clicking on edit link would lead to subnav, and allow you to set a default layout for the whole site, which could later be overridden at the individual page level [sites-layout.png]
