create block management page

Description

  • show default layout, with blocks in relevant column (left, right, none, or both)
  • allow drag and drop for all block placement
  • each block can be deleted
  • when you edit you get modal dialog, displaying block options (as we currently have them, more or less)
  • click "site layout" button in google sites, those are nice options for varying block column width, swapping column side, etc
    • site layout stuff is lower prio, a 'nice to have'
